'''Carlos Oliveira''' is a corporal in the U.B.C.S. (Umbrella Biohazard Countermeasure Service), which specializes in rescue operations in biochemical outbreaks. He is part of the U.B.C.S. Delta Platoon Company A (lead by Mikhail Victor) and is in charge of heavy weapons handling, along with other duties such as local procurement, rear security and arms maintenance. Originally from a South American anti-government guerilla group, his exact nationality is unknown, other than the fact that he carries Native American blood. Shortly after many of the U.B.C.S. deployments in Raccoon City (to help defeat the G-Virus outbreak), Delta Platoon Company A found themselves outnumbered by the mass of zombies in the city and retreated to an abandoned cable car. Now Carlos, Nicholai Ginovaef, and Mikhail Victor are the only-known survivors of their company, who assist Jill in repairing the cable car and finally escaping the city.

'''Mikhail Victor''' is a lieutenant in the U.B.C.S. and leader of Delta Platoon Company A; according to his backstory, Mikhail is from Saint Petersburg, Russia. He originally served the Red Army before joining his wife's guerilla force and participating in race liberation wars in neighboring countries until he was eventually arrested by military authorities and convicted of acts of terrorism. He was then coerced into leading the U.B.C.S. in exchange for his men's freedom. Him and his men are sent to Raccoon City to combat the outbreak, but witnesses the death of many of his men and is eventually forced to retreat to an abandoned cable car. He was badly wounded in a fight so he is usually found resting, but still assists Carlos, Jill, and Nicholai in repairing the cable car in order to escape.
