Lucien Lachance directs you to the Inn of Ill Omen, in search of a man named Rufio. You can't fast travel to the Inn unless you've been there before (though he adds a map marker for you) so be prepared for a bit of running.
In order to receive this quest, you must kill someone unsuspecting in cold blood.  Once you've done this take a nap and you'll be ready to go. When you wake up, you'll be visited by a dark robed man named Lucien Lachance. He will fill you in on the basics and ask you, if you so choose to join, to kill a man.  He gives you the Blade of Woe and directs you to the Inn of Ill Omen, in search of one, Rufio. You can only fast travel their if you've been to the Inn, but fear not, Lucien does add the marker to your map.

Go back to sleep in a secure location (such as rufio's bed) and you will join the Dark Brotherhood. It has some nice perks including receiving gold, Shrouded Armor, and Shrouded Hood as a reward.
