This template should be put at the top of a page, not the bottom or in any section. If you're looking for a way to signal that a section is not finished yet, use the sect-stub template.
Note that it's inadvisable to simply create series categories as empty stubs; if one doesn't exist, it's better to leave it uncreated, rather than create a useless stub. You should only create series categories if you're going to write some content for them.
