Route 21 is the water route that connects Pallet Town to Cinnabar Island. One of the ways to find it is by backtracking long forgotten areas (in this case Pallet Town) after obtaining the Surf ability. Use Electric and Grass Pokémon to breeze through this route.
The tall grass of the northern part of the route has wild {{bp|Tangela}}, exotically exclusive in this secret-like area originally unknown before the Surf ability.
If you took this route first, don't forget to tackle Routes 19 and 20, of course.

Tangela will only shine if it is caught with the {{bpa|Chlorophyll}} ability, which will power up its Speed in sunshine. Pair this ability with TM11 {{bpm|Sunny Day}} and TM19 {{bpm|Giga Drain}} or TM22 {{bpm|Solarbeam}}, and Tangela can become quite the Grass cannon. | Tangela will only shine if it is caught with the {{bpa|Chlorophyll}} ability, which will power up its Speed in sunshine.
