Route 21 is the water route that connects Pallet Town to Cinnabar Island. One of the ways to find it is by backtracking long forgotten areas (in this case Pallet Town) after obtaining the Surf ability. Use Electric and Grass Pokémon to breeze through this route.

The tall grass of the northern part of the route has wild {{bp|Tangela}}, exotically exclusive in this secret-like area originally unknown before the Surf ability.


Be sure to hit up the grass on the northern part of the route if you're interested in catching a {{bp|Tangela}}, as it is the only Pokemon that spawns there.
If you took this route first, don't forget to tackle Routes 19 and 20, of course.
