The underground resevoir is located directly below the castle corridor, and can only be reached by defeating Death from the Clock Tower and collecting the Skula soul. It provides access to The Arena and Underground Cemetery, both of which are accessed at the bottom-left corner of the section.
Reaching the arena
The fastest route to the arena starts at the first save point in Castle Corridor. From that point, head down, and to the right to enter the underground reservoir.
The first room is a large cavern with flowing water. Go through this area and exit downward, and take a right turn. Head all the way down the vertical passage, and take a right turn at the bottom to reach a save point. Exit to the left, until you reach a large room. Exit at the bottom-right, then exit at the bottom-left of the next room. Continue along the corridor until it branches downward.
To continue to the arena, proceed left, and watch the cutscene where Graham attacks Yoko. Otherwise, you can head downward to reach the underground cemetary. In either path, you shouldn't be too far away from a teleporter or save point.
