[https://www.mediawiki.org/wiki/Help:Page_status_indicators This help page] says [https://www.mediawiki.org/wiki/Manual:OutputPage.php OutputPage.php] contains the setIndicators() function. More pertinent, [https://www.mediawiki.org/wiki/Manual:Skinning_Part_2#Page_status_indicators this page] lays out the output of setIndicators, with no mention of a paragraph.
