Taking out the Dams[edit]
If you speak to the Librarian in the Central Tower in Paseo, and ask about the Dams, the librarian explains that the dams have varying degrees of complexity. The least complex is the Red Dam (south), followed by the Yellow Dam (west), the Blue Dam (east), and finally the most complex is the Green Dam (north).
Since the Red Dam is the least complex, that is the best one to start with. It is located on the south side of the center lake. The quickest way to access it is to teleport to Zema Town, and head south until you reach the inlet above Roron. You should see your Jet Scooter parked right there for you to access. Hop in and then drive it up the channel until you reach the Red Dam. Watcher robots are a common encounter along the way.
Red Dam[edit]
The Red Dam is divided into three floors. However, only the second floor is contiguous. The first floor is divided into three areas which don't connect to each other, and the second floor is divided into two areas. You start off in the middle of the first floor and must navigate through the floors below and above to reach the Dam control panel.
Floor 1[edit]
Use the Red Card to open the door to the Red Dam. Beyond the door, there are three chutes. But the lower left and upper right chutes only lead to dead-ends. Your path to the control panel starts with the upper left chute to the basement. Ultimately, you will need to traverse through all three sections, first center, then left, then right, in order to reach the panel.

The paths through the basement floor are fairly linear, there are few choices to make while you're down here. When you first reach the right side of the basement, be sure to take a short detour up in order to collect the sword contained in the chest. It's the best weapon Rolf will have access to for quite a while.

The second floor is the only floor where you can walk all the way across from the left side to the right. There are two treasure chests, which both contain good weapons that you won't want to miss. One can be collected early on, and you will pass the other on your way to the panel. Fire Slasher is a good upgrade for Anna, while the Fire Staff is not only a good alternative for Anna, it also casts the fire spell Foi when used as an item.
Ultimately, you much reach the lower right section and make your way to the middle where the control panel is found. Once you find it, use your Red Card one more time. The panel will consume the card, and the Red Dam will open up, allowing some of the flood waters to exit to the sea.
