The easiest way to kill Balrog (or Balfrog) at this point is to use a level three Fireball and just sit in the fans, firing madly as he approaches. You won't damage him like this, but it will kill the smaller frogs on the ground. Once he is close, use the fan you're in to jump over him, still firing to clear the way on the ground. He should open his mouth--get as close as you can and just pump fireballs into him.
