Loren has died from the "ball light" and have recruited a brute of their own but more intelligent and has a Russian accent named Oleg. The mayor is about to cut the ribbon on live TV between Stillwater and Steelport when a new threat arrives, forcing The Saints to flee by cars but Killbane is one step ahead of them. He ordered his boys to use the rockets and nearly all the cars fell over into the sea. The Saints floating on the water is told by Oleg that it's Killbane who attacked on the bridge and is told there is more people willing to help as The Saints is forced to retreat to Steelport. On the other hand, the mayor, who is a woman goes back to Stillwater, demands a meeting, declaring war on Steelport.
Return to Steelport
This should be the first time you drive an electric boat. Once you and Pierce and Shaundi is on the boat, follow the GPS to a larger boat. If you want it short, get close to the cabin as you can before freeing Kenzi who's tied up inside the boat. Next is freeing Zimo. Follow the GPS to reach a mansion. Once inside, go to the target and interrogate the first person in any room. Do the same on the top floor followed by the furthest left corner where there's a door and two Morning Star gunmen were inside. Interrogate one more person then shoot and follow the corridors downstairs with the blue target until you reach him.
The next sequence is like the ancient Roman times but it's men carrying the chariot rickshaws. Just shoot all three behind you to end the sequence. Next, follow the GPS via car to Angel's place. Clear out the Luchadors and go inside. Help clear Luchadors coming in, including a brute with a minigun and two more brutes with a flamethrower. After the cutscene, you're free to do Zimo's missions, Kinzie's missions and Angel's missions. The next couple of missions will have names, indicating who you're helping in order for the story to progress.
