Recon is strong against both infantry and mech units, but weak against other. It is mainly used because of great line-of-sight.
The Recon unit is the cheapest vehicle available, but is both very fast - especially on roads - and can kill Infantry or Mech units easily. Also, when playing on maps with Fog of War activated, they have a greater line of sight than most other units.

APC can't be used for attacking, because it doesn't have any weapons. However, it can be used for carrying infantry and mech units and also for supplying other units with fuel and ammo.
The APC unit is the troop carrier of the game - it cannot attack, as it has no weapons, but can transport one unit of either Infantry or Mech, supply any units it is next to and also soak up a lot of fire before being destroyed.

Tank is weaker than Medium Tank and Neotank, but still serves for multiple purposes. It can move over relatively long distance and is useful against both infantry and light vehicles (Recon, APC, enemy Tanks).
The Tank is the first anti-armour vehicle - it can move over a relatively long distance thanks to its tracks and is useful against both infantry, with the machine guns, and light vehicles such as Recons or enemy Tanks with their cannons.

Basically, units in Advance Wars 2 are divided into three groups: Ground units, Naval units and Air units.

Ground
