The player character for the Plant Chapter. Raiden can be a little reckless at times, and obviously lacks the combat experience of Solid Snake (despite hours upon hours of VR training). He is, however, extremely mobile, and can handle pretty much any weapon he can find.

The Colonel is in charge of the mission on Big Shell, giving orders directly to Raiden.
===Lieutenant J.G. Iroquois Pliskin===
A Navy SEAL that Raiden meets on the Big Shell. His origins are dubious at best, but his experience in the field can prove invaluable.
===Rosemary===
Jack's love interest, and responsible for saving the mission data. Seems a little overprotective of Jack at times, and also completely disregards his codename.
===Emma Emmerich===
The programmer that designed the artificial intelligence, GW, and step-sister of Otacon.
===Solidus===
Actually the true identity of former president George Sears, Solidus was one of the results of the same project that spawned Solid and Liquid Snake. He wears an armored suit that can expand to absorb bullets, and also has several Dr. Octopus-style tentacles that he can control at will.

Tanker Chapter

The characters you will meet in the Tanker Chapter as Solid Snake.

Solid Snake

The hero of Shadow Moses and former member of FOXHOUND. Snake has now joined Philanthropy, an anti-Metal Gear group recognized by the UN.

Dr. Hal "Otacon" Emmerich

After having helped create Metal Gear REX in the last game, Otacon now dedicates his life to the elimination of every Metal Gear created since then.

Col. Sergei Gurlukovich

A Russian mercenary commander that expresses interest in obtaining the newest Metal Gear. His soldiers have hijacked the tanker in order to seize Metal Gear.

Olga Gurlukovich

Sergei's daughter, a free-spirited, tomboyish soldier with an excessive amount of armpit hair.

Revolver Ocelot

Responsible for the sale of Metal Gear REX's schematics on the black market, Ocelot also wants to get his hands on Metal Gear RAY.
