Either the song is slow enough to be able to fit every note there (good or OK noteskin test file), or whoever created it just used the 192nd snap and placed random arrows that don't fit with the beat everywhere (bad noteskin test file). Named that because note-colored noteskins usually have 8 colors for notes 4th-64th.
