Someone will build the UN. That means everyone's going to vote for a Secretary-General (you want that to be you). You can vote on resolutions (mostly things like free speech, free religion, etc.) and one of those is a Diplomatic victory. You have to win that vote. It should be noted that you do not win by percentage; you need a certain number of votes for this victory.
