The first thing you'll want to do is head down the ramp rather than the stairs. You can pickup the Megalixir and Elixir here. Head to the right and get the chest with elixir, then head down the ladder and into the next ventilation shaft. Climb the ladder on the next platform to get the Max Ray (Barret).
