The best counters are as followed, for Rypheor a good counter is Kingdra. Kingdra is good because it is fast has high special attack and has the super effective move on both Rypheor and on Dragonite if it has ice beam or blizzard. For Milotic a good counter is a fast, powerful electric type like Raikou, or Ampheros with a quick claw. The last pokemon should be a powerful pokemon that doesn't have many weaknesses. A good pokemon would be like a Wobbofet since it can take a lot of moves and dish out almost 2x the power.
