Although Mew is visible, there is a glowing bubble that prevents taking pictures. Throw Pokémon Food or a Pester Ball at the shield and after enough hits it will break apart. Mew will try to reclaim the shield, so throw a Pester Ball to stun Mew in order to get the photograph.
For maximum points, you need to be as close as possible to Mew, and may need more than one Pester Ball to delay the escape.
