For the most part, getting the best weapon is a matter of buying the one at the most recent city, but sometimes, you can get a better one for free with a little exploring or hard work. Materia growth is another important factor in weapon choice.
Note: Sale price is half of cost - so a listed cost does not necessarily mean you can buy the weapon anywhere.
