Kenji wants Claude to see off the Columbian Cartel. He'll need to pick up a Yardie car to crash a meeting between them and the Yardies.
If you do not already have a Yardie car, head into Yardie territory to carjack a Yardie Lobo. Once you have it, head up to the hospital. You can take out the Colombians fairly easily using the machine gun and then grenades.
