FIFA International Soccer has a diskette and a CD "Special Edition" versions.
FIFA International Soccer, known as EA Soccer during development and sometimes subsequently also known as FIFA '94, was the first game in the FIFA series, and was released in the weeks leading up to Christmas 1993. This greatly hyped football title broke with traditional 16-bit era games by presenting an isometric view rather than the more usual top-down view (Kick Off), side view (European Club Soccer), or bird's-eye view (Sensible Soccer).

Goal scoring strategies
It only includes national teams, real player names are not used. A notorious bug allows the player to score by standing in front of the goalkeeper so that the ball rebounds off him into the net. The Sega Mega CD version was released under the title FIFA International Soccer Championship Edition and includes some features used in the next title, and is a highly polished version of the original. The game on the 3DO console sported pseudo-3D cameras and it was the most graphically advanced version. Also, the game is playable on the 2 version of FIFA 06. The game was made in celebration for the 1994 World Cup held in the United States.
In normal version you can score by positioning your striker in front of goalkeeper. Press your shot button just when keeper releases the ball. Your player will make a header or kick the ball to the goal.

In Special Edition you can not do that. But you can position your player back of the goalkeeper. Then, by accurate timing, press pass button to change control for another player. Your striker will run through keeper. If you are lucky, this happens when he is releasing the ball and your player will head the ball to the goal.

Use long shots. If you are playing up-down, shoot ball down from left side of field, that will go to right corner of the goal. That's very difficult ball for keeper. Another is from right side, shoot by pressing left button.

If you are playing down-up, try to shoot up from right side, maybe first shifting your direction shortly. Or, shoot right from left side.
