Head over to the old bridge and get ready to shoot. Once you trigger the fight there will be a perp on the ground near the stairs. Take him out and go up the stairs. Once you get up to about the third level a perp who has taken cover behind a ledge fires at you. Take him out. As you go further up you will begin to take bullets from your back.
