In Order to achieve Vice Admiral you must gain a total of 30m dollars in assets. Personnally I would recommend keeping any ships that you may have captured in your past fights as despite the constant drain on cash for mainainence, they never lose their true value, whereas resources can lose their value ove time. A few other good resources to hold onto are cannons, ammunition, and cutlasses and muskets.
