Don't go up the stairs on the left side of the boat just yet. Continue on down and take the exit into the Kitchen. Inside, you can find a Great Ball in the lower left corner. Search the garbage bins to find a Pecha Berry, a Cheri Berry and a Chesto Berry. Now go back out and take the stairs up to the second level.
