Wolf Pack Gas Station
Once you've completed your LEILA training, open the C-locker on the far left-hand side of the wall opposite the VR machine, and you'll recieve your basic Headhunter equipment.
Back on the bike your skill points are no longer locked, so don't be too reckless. There are two places you can go in the city, but since the Wolf Pack's HQ is locked and you don't have the key to get in, you'll have to go to a small gas station they control in the north of the city first.

Once you arrive, there's a short cutscene showing two Wolf Pack bikers beside a burning car.
