Tough Cop: 2 in 1

SA-024 is the serial number assigned by Thin Chen for a cartridge with an ambiguous title: Light Gun: 2 in 1, also shown on the title screen as 2 in 1: Light Gun, or simply 2 in 1, shown on the side of the box as Toughcop: 2 in 1, and alternately described as 2-in-1 Tough Cop.
