You need to rescue Shiftry. Defeat Zapdos after defeating Rayquaza. You may recruit Zapdos, but you must at least be bronze rank.Zapdos has an recruit rate of 30%. Easy ways to beat Zapdos are catching an elektrike and having him absorb all the attacks and have you and your partner attack him. Another way is catching an sudowoodo and using rock throw/slide againist it. After defeating zapdos go back and do some missions.
