The Mercenaries is a score attack mode of Resident Evil 5 unlocked when you complete the game on Normal difficulty or higher.
To begin with, only two characters and one level will be available, but others can be unlocked by achieving sufficiently high scores.

Your rank on any level is awarded based on the number of points you score.
