To enter this stage, you must physically enter the Castle from Goblin City. There are essentially two different paths that you must take through the castle, which branch at the second floor, either through staircase J or C. While you might like to immediately rescue Toby, you'll still have to collect one final piece of the key; Jareth's Stone. Start by going from

B → C → D → G → H → I → collect Jareth's stone

Collecting the stone will actually warp you back to the Wiseman, where you can purchase extra time if necessary before warping back to the Goblin City and entering the Castle once again. To reach Toby, you must travel through

B → J → K → L → M → N → open Toby's cell door

By the time you reach this stage, the enemies will be at their strongest, but so will you. If possible, it is better to shoot and stall the Bagpaggs than trying to avoid them and potentially crashing into them as they move around. If you don't pay attention, they can strike you quite quickly. Also, be careful of the few unlabeled staircases which will dump you outside the castle in Goblin City. Also, don't let the one way alleys fool you. You'll have to travel long distances throughout the castle, so stay on the move and don't let too many enemies hinder your progress.
