Rock moves, like rock slide, can whittle its HP down enough to use a Ultra Ball(well more then one) to capture it. I used a Graveler, level 34, Rock Slide, then Strength, and threw an Ultra. It was caught first time. | |||

This area is not necessary to finish the game storyline, but it's important to fill the Pokédex. The Power Plant is a huge maze containing many kinds of items and Pokémon, including the winged mirage Zapdos.
