[edit] In The Dungeon
The dungeon is not that tough, with low lvl. Pokémon like Poochyena and Azurill. However, bring a Pokémon with high defense stats. A hit from one of Snorlax's attack moves could mean defeat if your Pokémon has low defense. An alternative is to just bring a strong Pokémon and kill him in one move, or use a reviver seed or disable/protection move.

Smeargle is on floor 15. After finding him you will return home and Smeargle will now join you. Once Smeargle is on your rescue team you can talk to him to change the design on the flag at your HQ.
