Defeat one of them while they can't defend themselves, get up immediately, rinse and repeat. Alternatively, you can try to lure one of them away from the others and beat them up.

Shortly after you arrive in the office, the lead boss will enter from his private room and immediately join the fight with his gun. He can only fire the gun to the left and to the right, so you can move out of his line of fire by moving above or below him. It's difficult to fight the boss while the other three thugs are running around with ice picks, so focus on taking them out as quickly as possible. If you're lucky, one of the thugs can be punched, collar grabbed and defeated right out of the gate.
