When you come in, you will be challenged by a Cooltrainer, go to your right for a calcium, then start surfing, there is a cooltrainer and some twins to the Left, if you beat them then you will be able to get a Max Elixer.

Near the twins there is a whirlpool.  Teach HM06 to a Pokémon like Poliwhirl (it can learn Surf, Whirlpool and waterfall), then go through the whirlpool.  Walk to the East of the Shrine for a Revive, hidden in the far corner of the empty land on the raised land there is a Dragon Fang.  After getting the Dragon Fang, Clair will appear and give you your '''Rising Badge''' in Gold/Silver. In Crystal, if you go to the hut at the center of the den and talk to the old man inside, he will ask you some questions in order to get the Rising Badge from Clair (as well as a Dratini). If you want a special Dratini, then answer the questions like this: Friend, Raising, Anybody, Love, Both, then Clair will give you the Rising Badge, then when you leave, TM24 will be deposited in one of your Pokémon in the Box, then come back for A Dratini with Extremespeed. If you decided not to answer the questions in this order, you would get a regular Dratini.

Clair won't give you the Rising Badge until you've found the Dragon Fang inside the Dragon's Den. You need Pokémon that can use Surf and Whirlpool to get around the den.
