The power is out for all of Kanto because someone swiped a part from the Power Plant. As you leave, a guard will give you a tip that a suspicious character has been spotted in [[../Cerulean City/]], which is west through Route 9. But before you go to investigate, search the strip of grass outside of the Power Plant (that's Route 10) for an {{bp|Electabuzz}}.

The Power Plant's generator can't work because a thief has taken it's component. First talk to the manager then go to exit and a guard will say that he got a message from cerulean city, that a shady character is hanging around, go through route 9,(see [[Pokémon Gold and Silver/Route 9|here]] for a walkthrough) and to Cerulean Gym, a Rocket will bump into you, now go up to Cerulean Cape, you'll see him near the bridge, beat him then go to cerulean gym, surf in the 4 squares of water in the middle of the gym (and press {{gb|A}} when looking at the top-left half, you will get the machine part, now head back to the station, the manager will give you  TM07, you can also trade Dugtrio for Magneton with a person inside.
