In Kanto somewhere there is a man who'll give you the Silver Wing. This allows you to catch Lugia in the Whirl Islands.
After beating team rocket at the radio tower, the director will thank you by giving you the silver wing. This allows you to catch Lugia in the Whirl Islands. You will need whirlpool to get to the islands which should have been given to you by the dragon master after you beat the first team rocket hide-out.
