After beating Team Rocket at the Radio Tower in Silver, the director will thank you by giving you the Silver Wing. (In Crystal you receive the Silver Wing from the man next to the Pewter City PokeMart after defeating the Elite Four.) This allows you to catch Lugia in the Whirl Islands. You will need Whirlpool to get to the islands which are between Olivine and Cianwood City. HM06 (Whirlpool) should have been given to you by the dragon master after you beat the first Team Rocket hide-out.
