After entering from Upper City North, you need to get the Sith Armor so that you can return and fool the Sith guarding the Upper City elevator to gain access to the Lower City: if you haven't been invited to a party in Upper City South's cantina, then you receive this from the remains of the Sith commander in the northwest apartment; otherwise, you can get it from a Sith backpack in the west apartment if male, or the northeast apartment if female.
Largo's Apartment is to the southeast, where you can complete Largo's Bounty and move much closer to the light side of the Force by paying his debt (200 credits!), or closer to the dark side of the Force by extorting and killing him (this is also possible without affecting your alignment, but may feel out of character if light side).
These apartments have a similar layout to the South Apartments, with five apartments on the outer wall of an apartment complex ring and an elevator back to the Upper City in the outer wall on the south side. The ring is populated by a maintenance droid, a child, two women and a man, all of whom will comment when spoken to but none of whom can be engaged in dialog:

If you've come here directly without being invited to a party by an off-duty Sith in Upper City South's cantina, then travel from the elevator to the northwest apartment, outside which a Sith trooper is standing guard. This is the recommended option, since it gives you the chance to receive more experience and more items, and possibly move closer to the light or dark side of the Force. If you don't speak to the Sith trooper, as you pass he speaks to you:
Sith Trooper: Just move along. There's nothing to see here.
Within the northwest apartment, an alien prisoner standing in the north corner is being interrogated by the Sith commander, while another Sith trooper searches the footlocker in the west corner:
Sith Commander: Where did you hide those Sith uniforms? Did you sell them to the Tarisian underground? Start talking – I want answers!
Dialog
Alien Prisoner: Please – I'm only a visitor to Taris, trapped here by your quarantine. I know nothing about the Tarisian underground or your missing Sith uniforms!

2. Uniforms? What are they talking about?
Sith Trooper: You're a little too curious for your own good, civilian! This doesn't concern you!
Carth: *whisper* I know all about Sith interrogations. This isn't going to end well.
Sith Commander: I'm getting sick of your lies, you alien scum! We got your ugly mug on a security tape from the base! Start talking before I splatter your slimy brains all over this room!
Sith Trooper: Uh-oh. I think the commander's losing his temper. I'm glad I'm out here – it took me an hour to clean the blood stains from my uniform after the last interrogation.
1. Maybe the alien really doesn't know anything.
2. Stop the interrogation right now!
Sith Commander: Who said that? What's going on out there?
Sith Trooper: Just stay out of this, if you know what's good for you!
1. I won't let you kill a defenceless prisoner!

Sith Commander: What was that? Did I hear you right? 'Let' us kill him? How can you stop us? Time to teach this civilian the penalty for defying the Sith!
If you get involved, you fight all three Sith now. Otherwise:

Sith Commander: Get in here, search the room. I know those uniforms are in here somewhere.
The Sith trooper goes inside to start searching the east corner of the room. If you follow him, he challenges you:
Sith Trooper: What do you want, civilian? Do you have any information about the missing Sith uniforms? Make it quick!

Sith Trooper: Not so fast, civilian... why are you here? Are you a spy? You came to buy Sith uniforms from this alien, didn't you? Didn't you?!
1. If I wanted uniforms I'd just kill you and take yours!
2. I don't know what you're talking about!
Sith Trooper: A threat? I knew you were a spy!
Sith Trooper: Right... like I'm going to believe that! A crate of Sith uniforms goes missing and you just happen to wander into the apartment of our prime suspect? That's pretty convenient! You're part of some Tarisian underground resistance, aren't you? Time for you to learn how the Sith deal with spies!
This full body armor could be used to fool people into thinking the wearer was one of the Sith.
You can equip this to fool the guard at the Upper City elevator, giving you access to the Lower City.
If you got involved before the alien prisoner was killed, you can speak to him now:
Alien Prisoner: Thank you, human. The Sith would have killed me... of that I am certain. I don't know who you are, but it is clear you are no friend of the Sith. Among my people there is a saying: the enemy of my enemy is my friend. Like you I hate the Sith. That is why I stole those Sith uniforms for the Hidden Beks.

3. The Hidden Beks? Who are they?
Alien Prisoner: In the Lower City there are some who do not bow to the conquerors. Swoop gangs like the Hidden Beks are gathering resources to one day strike against the Sith oppressors. If you wish to strike another blow against the Sith you would be wise to journey to the Lower City and speak with Gadon Thek, the leader of the Hidden Beks.
1. What are the Hidden Beks planning?
Alien Prisoner: You would have to ask Gaddon Thek to know the answer to that question. They approached me, and my only role was to obtain the Sith uniforms for them.
2. Can you take me to Gadon?
Alien Prisoner: Access to the Lower City is restricted, I have never actually met Gadon. My only dealings were with members of his Hidden Bek gang.
3. Can I get one of those uniforms from you?
Alien Prisoner: I am sorry, but all the uniforms I had were given to the Hidden Beks. I suppose you could take the uniforms from the bodies of the Sith soldiers in this room if you wanted.
4. How about a reward for saving you?
Alien Prisoner: I'm sorry, human, but I have nothing of value. The credits the Hidden Beks gave me for helping them against the Sith are long since spent.
5. I should be going now.
Alien Prisoner: As should I. The Sith know my face now, I must find somewhere to hide on this world. Thank you once again, human.
If you speak to him after anyone has equipped Sith Armor:

Alien Prisoner: You wear the uniforms of the Sith, but your actions prove you are not one of them. I... I do not know who you are, but I owe you my life.

Alien Prisoner: Yes... I have no desire to be here when another patrol comes to investigate these deaths. Goodbye, and thank you once again.

If you have been invited to a party by an off-duty Sith in Upper City South's cantina, your destination will depend on your sex: if you're male, you were invited by Sarna, who lives in the west apartment; if you're female, you were invited by Yun Genda, who lives in the northeast apartment. The only other difference is who speaks to you and your host:
Sith: Hey, you made it! I was beginning to wonder if you were going to show! The party's in full swing – come on in. You have to try this Tarisian ale – it's fantastic! We should have conquered this planet ages ago!

The Search for Bastila The Sith at the party underestimated the infamous kick of Tarisian ale, giving you ample opportunity to search their belongings while they sleep off the effects of the powerful drink.
Largo: Please... please don't hurt me! You don't have to kill me – I'll have Davik's money if he... if he just gives me a little more time! Please, I don't want to die! Here – I've got 50 credits on me. That's all I've got. It's yours – just don't tell Davik where I'm hiding, okay? I'm begging you.

Although you may move much closer to the light side of the Force and gain some experience, 200 credits is a significant sum at this point in the game and unfortunately for Largo, the rewards for killing him are significantly higher.

Even more unfortunately for Largo, you can kill him without moving closer to the dark side of the Force by ending the dialog without killing him and returning to extort credits from him a second time:
