You should be able to satisfy these conditions regardless of which version you playYou will want Level 7 for the sake of getting Sap; it makes the upcoming boss much easier.  If you're playing the remakes, you're probably already AT that level.  On the other hand, if you're playing the SNES version, Rex may have only gotten to Level 6; but that's alright.  You'll easily get Level 7 from the dungeon anywayBefore you move on, here is a quick note on Milly.
The Boomerang made everything easy up until now, but now we have Babygoyles and Goblin Pixies.  The Goblin Pixies each have a 50% chance of casting the Crack spell, which does 12-20 Damage to a single target, and the Babygoyles introduce the game's very first Multi-target attack spell, "Sizz".  This spell hits all of your party members for 10-18 Damage, and you can fight up to '''four''' Babygoyles at once!

The orange dot by the well is where the World Map is located in the SNES version.

To move on with the plot, go and overhear the two people talking southwest of point H, go inside the house at point B, talk to Ella, go upstairs, talk to Ella again, then try to leave the house to go through some cutscenes. Then go to the port at point J, talk to the blonde woman named Milly, and exit the village to follow her to Madame Luca's.

Do not check the well at Madame Luca's! You will be attacked by a "Well Wisher", a monster with extremely high attack power for this point in the game. It has Muster Strength, and will likely kill you even in the SNES version. You can defeat it now, but there's no point. Wait until later on.
