You can browse around the city but in order to progress the story you need to beat the gym first.
 
==Fen badge==

This is another pesky puzzle gym. Throughout the gym are switches, that when stepped upon, alters the water level, which in turn raises and lowers a complex board of bridges throughout the gym. To get through the puzzle go north and the follow the path west up the stairs to find a yellow switch that you need to step on. Right before the next set of stairs is Tuber Jacky. Go down the stairs and ignore the green switch then follow the path north up both of the stairs. To your left is Fisherman Walter and to your right is a green switch that you need to step on. Go down the stairs, ignore the yellow switch and follow the path up the stairs where you will face Sailor Damian then step on the blue switch. Continue south and ignore the yellow switch and head right to battle Tuber Caitlyn. Head north and you will see Fisherman Erick. Step on the green switch then head down the south stairs and follow the path to the end to step on a yellow switch. Head back north and up the stairs then down the next stairs then follow the path west and up the stairs to face Sailor Samson. Step on the blue switch and cross both bridges and you will be at Crasher Wake.

Crasher Wake will be no big deal if you chose Turtwig, a bother if you chose Piplup and a pain if you chose Chimchar. If you've got Turtwig, you practically have it in the bag, with an exception for Gyarados. His combination of the Water and Flying-types make him a formidable foe but if you grabbed Thunderbolt from the Veilstone Department Store and taught it to an electric type then you are golden. Quagsires combination of Water and Ground make it even more susceptible to Grass-type moves and Electric-type moves have no effect on it. If you dont think your Grass-type is up to the challenge of Floatzel then just use your Electric-type and the badge is in your hands.

With the Fen Badge you can now use HM05 {{bpm|Defog}} outside of battle and traded Pokémon below lvl 50 will obey you. Defog can be found in the Great Marsh which is the next page of this guide.

He will mention about receiving a package from Veilstone and he needs to bring it to Lake Valor. He then scurries off to the Route 213 exit building. Follow him and speak to him once again. After you beat Barry then resume following the Grunt onto Route 213. He will talk about how Team Galactic needed the energy to make the package then he will run off again. Continue to follow him through Hotel Grand Lake. He complains about running but runs away again to Valor Lakefront. He is after the steps and he will now battle you.

After beating him he will say he has to deliver the package to his Commander and he walks away and that's the end of the chase. Head north towards the lake entrance and you will talk to Cynthia. She will mention about the folklore of a mirage of a Pokémon then apologizes and asks you if you have seen the group of Psyducks on Route 210 near the Café Cabin. No matter your answer she will give you a SecretPotion to heal them. Once done talking to her you can fly back to Pastoria City and tackle the Safari game in the Great Marsh.

It will take some time to figure the puzzle out, and you be forced to fight a good number of trainers along the way. Crasher Wake will be no big deal if you chose Turtwig, a bother if you chose Piplup and a pain if you chose Chimchar. If you've  got Turtwig, you practically have it in the bag, with an exception for Gyarados. His combination of the Water and Flying-types make him a formidable foe, and he require more than a single attack to put it in its place, even with an electric-type on your team. Quagsires combination of Water and Ground make it even more susceptible to Grass-type moves.  However, since Floatzel knows Ice Fang, try to stay away from your grass-types when fighting it. Now, if you have Chimchar, it would be advised to leave this battle to your other Pokémon, because the poor Fire-type will get creamed. If you have a Roselia, great, but if you have no Grass-types whatsoever, you might want to go out looking for some.  Also, an Electric-type like Luxray or Raichu will make fighting much easier.

Luckily, his Pokémon don't seem any stronger than the last two gym leaders'.  None of his Pokémon (especially Starly) have evolved since your last encounter, so this battle can't be too hard.  An Electric-type, a Water-type, and a Fire/Flying type can take care of his team.
