Here you can find a variety of Trainers. Not just Rocket Grunts. You also will encounter switches to activate to get through to the next floor. The correct order in which to push them is 3, 2, 1. To get the second item (the first, Full Heal, is accessible via the exit), just turn off 2 then 3 to get the Smoke Ball in the bottom left area. Make sure if you do this to turn all switches off before redoing the order to get through!

Go to Goldenrod City, the Radio Tower. When you get there, go to the stairs and beat the grunt that challenges you, then go to Level 2. While you are in Goldenrod City go check out bill's house, he will give you a free Eevee (if you haven’t already received it).

Floor 4

There are only two trainers to worry about here, so take them out, and prepare to face the Director of the tower.

Floor 5

When you reach the Director's Office, you'll notice that the director isn't here, only this imposter, who actually is a Rocket Executive! Prepare for battle!

When you finally beat this guy, the "Director" tells you that the real director is in the Underground Passage. Use the north entrance then go through, take the stairs and then take the passage to the right of the screen. You will then find a door which you need to go through. If you want, and it's probably advised, heal your Pokémon now.

Underground Area #1

When you enter, your Rival will attack you, then go and battle the first grunt, then go West and battle the second, then West again to face the next grunt. Open switch 3 to battle the burglar there then push no. 2 and no. 1 to battle another burglar and find a full heal. then go East and face the grunt, pull the switch and go in. Pick up the Ultra ball, then go into the line of sight of the Grunt, go round, beating all of the grunts until you reach the director, he will give you the key, then exit up the stairs to get the Amulet Coin. You probably should heal your Pokémon then go back to the Radio Tower. Go up to 3F and put the card key into the slot, then battle the grunt and go up. Beat all of the trainers on 4F then go to 5F, beat the two Executives then the real director comes in and gives you the Silver or Rainbow Wing, before you go, pick up the Ultra Ball then leave, Mary in studio 2 will give you the Pink Bow for normal type moves, the Green haired girl on Level 3 will give you TM11, now go and check the lottery corner and then go to Ecruteak City.

After defeating the final Rocket Executive, the Director will come and give you the Silver Wing if you're playing Silver, the Rainbow Wing if you're playing Gold, or a Clear Bell if you're playing Crystal. Now, go heal your Pokémon!
