1. DELIVER THE DEVON GOODS
ok so go into the place that has the boats and stuff out front and talk to the guy designing ships. he'll ask you to deliver the goods to capt. stern, who you will find in the next part.
2. now go into the building that has all the rocket people out front and get TM46 (thief) from the the grunt and go upstairs to talk to capt. stern. battle two grunts and then you are done here.
3. go into the contest building (red building, grey roof)and talk to the little girl inside and she will give you a pokeblock case. also a sailor near the stage will give you TM41(torment for listening to him.
4. talk to the woman wearing a dress in the building next to the mart and she will give you a soothe bell and a scarf if your first party pokemon has an excellent condition (use the pokeblocks)
there's more to do in this town after you do more in the game but thats it for now.
