This is the location of the sixth badge. The city is full of treehouses.

Go up the ladder next to the Pokémon Center, you'll run into a girl inside the treehouse who wants a Pikachu.
In the next building to the right, an old woman will check your Pokémon for Hidden Power. She'll ask you to guess which hand she holds a coin in. If you choose correctly all three times, she'll give you TM 10 (Hidden Power). The answers are, Right, Right and Left.
Shop
Continuing down, you'll see a Shop on a tree. The right side sells chairs:

Pokémon Trading Opportunity
If you talk to the boy living in a house, he will offer to trade Pokémon with you. The Pokémon he asks for, and the one he gives you, depends on the version you are playing.
- In Ruby and Sapphire, he will ask for a Pikachu in exchange for a Skitty. Note that you can get a Pikachu in the Safari Zone if desired.
- In Emerald he will offer you a Plusle for your Volbeat. Note that you can get a Volbeat in the Route 117 if desired.
Pokémon Gym #6
This gym can't be reached upon first arrival of the city. An invisible barrier blocks the player from walking to the gym's door. To get past this, one must collect the Devon Scope from Steve on Route 120.

Battling Winona
Winona has a mixed bag of birds, so just an Electric or Rock Pokémon can't beat her. Roast Skarmory with a fire type attack. Ice Beam alone won't work since Skarmory and Pelipper are not weak against Ice type.
The biggest ordeal is Altaria, which is not weak to electricity. Remember that Altaria usually uses the Dragon Dance move twice before using its deadly Earthquake. So send out a bird at the right time and it will survive the quake. Winona will keep feeding it Hyper Potions to prolong the battle, but she is unlikely to cure any status problems. So, poison or burn Altaria and the Gym will surrender.
- Note: Sometimes, Altaria will use Earthquake before the two Dragon Dances. And now, there are five bird type Pokémon to beat from Gym Leader Winona.
