First, you must be level 10, and at Lion's Arch, or the other city in Cantha or Elona. In Lion's Arch, you must talk to the guy near the guild registrar. He will unlock the portal to Eye of the North. After you complete the little mission with the portal symbol just north of liaon's arch, you will be in the area of Eye of the North.
