Cars are placed into classes (even though it doesn't say that in the game) and cars have standard editions, NFS editions, and pursuit editions. Except for changing the paint, cars are not customizable. Most of the standard editions have the choice to change the paint, with one of the vehicles also having the choice to add two stripes along the car. NFS editions and pursuit editions cannot have their paint changed. NFS editions have custom paint, a faster acceleration, a slightly higher top speed, and cost twice as much. Some of them also have painted rims and vinyls. The two BMWs are not available as a NFS edition. Pursuit editions are the police versions of the cars. Only half of the vehicles are available as a pursuit edition and there is one exclusive vehicle to the police side. Except for the basic interceptor, which has a small police badge along with the word "POLICE", all of the vehicles only have a sheriff badge on the side of their car. The pursuit editions cost as much as the NFS editions, which might indicate that the pursuit editions are as fast as the NFS editions.

Need for Speed: Hot Pursuit 2 is the first of the Need for Speed racing games for this generation. The PS2 version is developed by Black Box while the other console versions is developed by EA Canada. It's one of the few racing games in which you get chased by the cops or it could be the other way around. The cops element gets a bigger part later on "Need for Speed: Most Wanted" involving more free movement from just circuit and sprint racing.
