When you first encounter a member of a new faction, they will not be hostile to you; only because you didn't kill any their friends, pick-pocketed or stolen themExcept the lesser factions, they'll attack you on sight.

Encountering New Factions

When you first encounter a new faction they won't be hostile to you, only because you didn't do anything they don't like around them (Killing, pickpocketing etc.) You can get quests from lesser factions with a followers name next to it, when you have that follower with you. The other lesser factions will just attack you on sight.
