Shadaloo - The world's most dangerous crime-infested city located in Southeast Asia. When UN sent a team here to rescue the refugees, 63 of them were taken hostage by General Bison, the dictator of Shadaloo who owns a high-tech weapon army. Bison demanded a ransom of $20 billion for their release. Now the UN has decided to send an emergency force to Shadaloo under the command of Colonel Guile! As the entire world anxiously watches the situation unfold, the intentions, the fighting spirits, and the ambitions of the world warriors are ready to explode in Shadaloo. • Akuma: A black demon enveloped in the shadow of murder and mayhem. Everything about him is shrouded in mystery.
• Balrog: Years ago, Balrog was deprived of his career as a boxer by Sagat. He is now a GNT cameraman, but the killing power of his fist is still as strong as ever.
• Bison: A mad dictator and evil warrior king. He is scheming to conquer the world using an army of bionic warriors produced by genetic engineering.
• Cammy: Lieutenant of the UN Forces under the command of Colonel Guile, Cammy is in charge of electronics and intelligence warfare. Cool and confident, her lethal kicking prowess strikes fear in the hearts of her adversaries.
• Chun-Li: Posing as a GNT TV reporter gathering news in Shadaloo, Chun-Li is a female fighter seeking revenge on Bison for killing her father.
• E. Honda: A member of the GNT camera crew who is formerly a Japanese Sumo wrestler. He fights to regain the honor he lost when he was disgraced by the Shadaloo Gang.
• Guile: Commander of the UN Expeditionary Forces sent to Shadaloo, Colonel Guile has now landed in Shadaloo with orders to rescue the hostage held by Bison.
• Ken: A wandering street fighter and a "Hustler". A born optimist, Ken is always looking to get ahead.
• Ryu: Teamed up with Ken, Ryu is a wandering street fighter who roams the world, taking part in one battle after the other. He has come to Shadaloo to do "business" with the Gang.
• Sagat: The evil boss in control of the Shadaloo Gang of fighters. He is supplying weapons to General Bison.
• Sawada: Colonel Guile's right-hand man, and the leader of UN commando. Sawada is a hand-to-hand combat specialist who is proficient in all kinds of martial arts.
• Vega: A street fighter trained by Sagat himself to fight in the Shadaloo coliseum. Wearing sharp claws as weapons, he has never been beaten in his long career.
• Zangief: A Russian with the strength of a giant, he serves as General Bison's bodyguard and assistant. He is good-natured and sensitive at bottom.

• Blanka: A UN soldier and Guile's best friend Blanka was one of the hostages captured by Bison. He was mutated into a savage monster by Bison's scientists.
• Dee Jay: Dee Jay is a Jamaican hacker and tech expert who serves under General Bison. While greedy, conniving and cowardly, Dee Jay is an accomplished kickboxer that can hold his own in battle.
