Although given the name "Evil Hokuto," this form of Hokuto is not like Evil Ryu. Hokuto has no ability to access Satsui no Hadou like her brother Kairi. Instead, she can tap into a force known only as Chi no Fuuin Tokareta, or Broken Seal of Blood. Once she taps into this force, she becomes a lethal killing machine with the ability to tap into the skills and battle experience of the ancestors of her clan. She immediately becomes a warrior tremendously skilled beyond her young years, and her strikes become more forceful and direct.
She first noticed her ability to tap into Chi no Fuuin quite accidentally during the first tournament. It surprised her to such a degree that she immediately stopped fighting once she became aware of its affects over her, and she lost the match when her opponent turned the tables on her. She later lost herself to the full effect of Chi no Fuuin during a match with Vega, who intentionally goaded her into the darkened state by inflicting painful wounds on her body. Satisfied with his work, Vega threw the match so that Hokuto could proceed to the next round where she would be forced to combat her companion Hayate.
Lost in an unconscious state of fighting, she battled Hayate with no knowledge of who he really was, or what he meant to her. Only after inflicting a fatal wound to Hayate did her mind return, just in time to watch her lover die in her arms. Scared of the possibility that she could wind up in this killing state with no control over her own body, she began to flee but was found by her older brother Kairi and her little sister Nanase. Kairi, who now gained control of his senses thanks to the love of Nanase, knew that he could only fulfill his mission of defeating tyrants like M. Bison and Shadow Geist with the aid of his sister Hokuto, but she had to gain control over Chi no Fuuin.
Chi no Fuuin is an opposite and compliment to Satsui no Hadou, like Yin and Yang. They could be combinted to produce a tremendous force. Kairi helped Hokuto train her mind so that she could enter the state at will, and maintain control over her mind. With her new found skills, she and Kairi entered the third EX tournament to put an end to evil once and for all.
