Hokuto had a very happy childhood, growing up with her older brother Kairi, and her little sister Nanase. They were a close family, and they trained diligently in the legendary Mizugami style of fighting. This all comes to an end the day that Kairi suddenly disappears without a word. Hokuto seeks to find him, but her clan warns her that Kairi is a danger to the clan, and orders her not to attempt a search. With no further explanations provided to her, Hokuto defies the orders of her clan and travels the world to find him, with her lover Hayate by her side.

When she discovers that a Street Fighter tournament is due to be held, she is convinced that Kairi would not pass up such an opportunity. She enters the tournament with the hope of reuniting with her brother. While she is engaged in a fight, she notices that Hayate disappears to chase after someone. When he returns, he is disoriented and tells her that he saw Kairi, but was attacked from behind before he could reach Kairi.

Although she understands that it's not Hayate's fault that Kairi got away, she is still angered by the fact that she came so close to finding him and failed. That anger welled up within her, and during her next fight she began to experience a strange sensation. She was winning against her opponent and she was enjoying it far more than she was accustomed to. Eventually she realized that she was on the verge of killing her opponent and forced herself to stop out of fear for what she might do. Her opponent then turned the tables and defeated her. Hayate was away, recovering from his injuries and saw none of this, and she did not tell him about it out of shame.

She and Hayate enter the second EX tournament, determined to find Kairi and bring him home. Throughout the tournament, Hokuto was concerned about the feelings she was experiencing while fighting against her opponents. She was pitted against Vega, who recognized Hokuto's struggle. Believing Hokuto to be a very beautiful person, and enjoying her struggle, he egged Hokuto on, forcing her to fight harder. He struck at her to inflict a maximum amount of pain until she was finally overcome with darkness, giving in to the effect of Chi no Fuuin. At that point, he threw the match for his own amusement. It turned out that Hokuto's companion was her next opponent.

By the time Hokuto faced Hayate in battle, she was no longer herself. Having given into the darkness of her combat style, she attacked Hayate as fiercely as she would any opponent. Hayate had no idea what happened to her and was attempting to stick to the plan where if they were to ever meet in battle, Hokuto would throw the match and allow Hayate to advance. But Hokuto was not complying and was actually beginning to wound Hayate seriously. Her fighting style had changed to something that Hayate was completely unaccustomed too, and he was taken by surprise by a strike that mortally wounded him.

All of a sudden, Hokuto's mind snapped back when she saw Hayate dying, and she had no recollection of the fight that took place between them. Rushing to his side, she lifted his head trying desperately to find a way to save him. With his dying breath, he pledged his love for her and passed away. Grief stricken, Hokuto withdrew from the tournament.

When the events of the second tournament unfolded, it turned out that Kairi's Satsui no Hadou had been twisted into a force for life instead of for death by the pleas of Hokuto's little sister Nanase. Kairi announced that he knew what his purpose was; to dispose of M. Bison and Shadow Geist. All three entered the third EX tournament. Nanase was hoping for the chance to fight alongside her big sister, but Hokuto knew that only the combined might of her brother and her ability to tap into Chi no Fuuin would be able to stop the malevolent madmen that they had to take down.
