Staff ghosts are time trial ghosts recorded by the game developers. As such, they show great skill at the game. As to not discourage beginners and serve as a fun surprise, the staff ghosts do not appear unless the record time for the course is low enough. There is no reward for unlocking or beating a staff ghost.
Staff ghosts appear independently of any loaded ghost recording for the course.
