Here is the weather in Advance Wars. The weather cause problems but only Penny can survive it

Sandstorm

Bad because it weakens attack

Snowstorm

Bad because it slow units down

Rain

Very bad because it makes it hard to find enemies

Normal

Good beecause it did not cause trouble
