When you first arrive here, head upwards to trigger a scene. The Mayor of Madra and his entourage will show up, before being directed to the Alhafran Mayor's palace to continue with their pursuit of Briggs. Anyway, you can use the Inn or Sanctum and stock up if you want, you will also see Alex again in the inn upstairs for a small conversation. Anyway grab the Apple in one of the pots then head to the east side of town down some stairs. You'll eventually reach Eastern Alhafra, where a large boat is docked.
