When you first arrive here, head upwards to trigger a scene. The Mayor of Madra and his entourage will show up, before being directed to the Alhafran Mayor's palace to continue with their pursuit of Briggs. Anyway, you can use the Inn or Sanctum and stock up if you want, then head to the east down some stairs. You'll eventually reach Eastern Alhafra, where a large boat is docked.
